ROSEVILLE, Minn. — A number of Twin Cities residents received an emergency alert reporting of a shelter in place due to a homicide suspect on the loose.
St. Paul Mayor Melvin Carter said shortly thereafter that the alert “inadvertently went out wider than intended.” The incident happened near Har Mar Mall in Roseville, Carter explained.
The alert described the suspect as a 17-year-old boy with a thin, muscular build and long, wavy light brown hair. He was also described as wearing pajama pants and no shoes.
