A teenager has been charged with murder over the death of a man in an alleged stabbing attack in inner-city Melbourne.

Emergency services found the body of 34-year-old Ripponlea man Adam Bockhodt when they were called to an address on Surrey Road in South Yarra about 8pm on Saturday.

He died in the doorway of the housing commission flats in front of his partner and a friend.

A 17-year-old Frankston boy was arrested early on Sunday morning and charged with murder on Sunday.

Neighbours shared concerns about safety in the South Yarra block.

"I don't go out after six o'clock. I'm too scared to go out to be robbed," Anita Dass said.

"I appreciate I've got a place to live, I really am. But my life is getting a bit dangerous."

In February, local Greens MP Sam Hibbins wrote to the Victorian Housing Minister outlining a serious issue with anti-social behaviour within the building.

The 17-year-old is due to appear before a children's court at a later date.
