Residents had been warned to stay inside and keep their doors locked.
Police later said they had taken a man into custody but did not elaborate on any charges.
They said whilst they continued to investigate whether other people had been involved, the whereabouts of the missing people no longer posed any immediate threat to public safety.
"We are strongly of the opinion that there is no threat to the community from those individuals," Hussey said.
He appealed for the public to call police if they have information about the whereabouts or identity of the others.

The Canadian Food Inspection Agency (CFIA) recently issued an expanded recall warning after the <a href="https://www.mtlblog.com/frozen-waffle-recall-canada-no-name-great-value" target="_blank" rel="noopener">frozen waffle recall in Canada</a> earlier this week, and it now includes even more frozen products at <a href="https://www.mtlblog.com/food-recalls-quebec-listeria-oct-2024" target="_blank" rel="noopener">risk for listeria contamination</a>. </p><p>The <a href="https://www.mtlblog.com/tag/recall" target="_blank" rel="noopener">recall</a> originally included several popular Canadian house-label frozen waffles, but it's now expanded to cover frozen pancakes and more brands.</p><p>The new list from manufacturer <a href="https://www.treehousefoods.com/news-and-media/press-release-details/2024/TreeHouse-Foods-Announces-Expansion-of-Voluntary-Recall-to-Include-All-Waffle-and-Pancake-Products-Due-to-the-Potential-for-Listeria-monocytogenes-Contamination/default.aspx" target="_blank" rel="noopener">TreeHouse Foods</a> includes products from President's Choice, Duncan Hines, Nature's Path Organic, Irresistibles Life Smart and Gordon Choice. You'll also find additional varieties under the original brands flagged in the first recall, which included <a href="https://www.mtlblog.com/food-recalls-quebec-pc-kirkland-no-name" target="_blank" rel="noopener">No Name</a>, Great Value, Compliments and Selection. </p><p>Several gluten-free options are now impacted, as well as more flavours and varieties, so it's a good idea to check any frozen breakfast items you have to be safe.</p><p>The expanded recall was triggered after additional contamination risks were identified during a company food safety investigation, according to the CFIA. The federal agency says it's monitoring the situation to make sure these products are removed from shelves across Canada.</p><p>Listeria contamination can be serious, especially for young children, the elderly and people with compromised immune systems, the CFIA warns. Symptoms can include nausea, vomiting, persistent fever and muscle aches. </p><p>Although no illnesses have been reported with this recall, it's best to avoid taking any risks by getting rid of any affected products.
