9News understands the 14-year-old accused and her 14-year old friend were at the Big 4 Caravan Park at Point Vernon.
Wallace arrived a short time later.
Acting Detective Inspector Craig Mansfield said there was "some sort of altercation" in a caravan at an annex of the caravan park.
He said police had "more questions than answers" in their investigation so far but that they were confident with the murder charge.
"It's absolutely concerning. It's a tragic event," he said.
Police said the accused's friend, who is now the police's key witness, was known to Wallace, but only for a short period of time.
Police sources have told 9News Wallace is known to authorities.
He had been "transient" and living out of a vehicle.
The teenager will front Hervey Bay Children's Court tomorrow.
