US President Joe Biden has declared China is testing Australia, America, India and Japan in remarks caught in a hot mic moment.

Prime Minister Anthony Albanese joined the leaders at the president’s old high school in Delaware to tackle the challenges of the future, and to vow the Quad alliance could stand the test of political change.

The president declared the alliance of Australia, the United States, Japan and India would endure, even after the November election.

“Challenges will come, the world will change but the Quad is here to stay,” he said.

After cameras stopped rolling Joe Biden said more.

“China continues to behave aggressively testing this all across the region,” he said.

“It is true in the South China Sea, the East China Sea, South China, South Asia and the Taiwan Straits and of China’s President.”

Philippine coastguard vessels were recently rammed by China.

Next year Australian Border Force will join with coast guards from Japan and India on American ships in the South China Sea, and there’ll be more to tackle illegal fishing.

“The sum of the four countries is more than any individual nation can do,” Albanese said.

The Quad offered health help to prevent cervical cancer in the Indo-Pacific.

Joe Biden wants this alliance to be part of his legacy.

Come next year he and at least one other leader will no longer be part of this family.

But the challenges posed by Beijing will last long beyond any of them.

Albanese said the Quad was a fundamental part of Australia’s global strength.

“For Australia, the Quad is a key instrument to promote stability in our region. A stronger Quad means a stronger Australia,” he said.

“Together, our four nations are committed to an open, stable and prosperous Indo-Pacific, and we have a shared vision for a region that is governed by accepted rules and norms where all countries can co-operate, trade and thrive.”
