Halloween party until 4.30am given go-ahead at Plungington social club

A social club has been granted a licence for a late night Halloween event despite concerns from police and council officials.

Emmanuel Social Club’s bid for a temporary event notice (TEN) which will allow it to open until 4.30am faced formal objections from Lancashire Constabulary and the Preston City Council’s environmental health department. Among the fears raised were the potential of an unfair impact on those living nearby.

The matter was taken before the council’s licensing sub-committee, with a report prepared for the meeting explaining the application would see the Plungington venue given permission to extend its opening time and play live music until 4.30am.

The proposed event is due to take place on Saturday, October 26, with a capacity of 200 people attending free of charge.

Submissions from police licensing officer Ste Connolly explained there had been “little to no compliance” with licensing requirements during previous visits to the Emmanuel Street club and that a formal warning had been issued. Similar concerns were raised by senior environmental health officer Marie McCracken.

Despite these issues, the TEN was granted by the sub-committee, meaning the event can go ahead as planned.
