Paramedics have also assessed several other patients.
The bus was driving in the bus lane when the accident occurred.
The bus driver was not injured.
It is understood the cars were travelling southbound when they collided.
One northbound lane on the Sydney Harbour Bridge has been opened.
The remaining lanes are still closed.
The Sydney Harbour Tunnel remains open in both directions but traffic is heavy.
Motorists have been urged to avoid the area.
Buses that normally cross the bridge will start and finish their trips at North Sydney and Macquarie Park.
The train and metro services are still running.
A motorcyclist also allegedly rode through the crime scene while emergency services were dealing with the situation.
He was arrested at the scene and taken to Day Street Police Station.
