A man arrested under the Explosives Act has been released on bail.
Preston Police put the area around Cottam Avenue into lockdown for more than eight hours on Wednesday evening.
A search of a property had uncovered ‘improvised home-made fireworks that were more powerful than those used in organised displays’ according to police.

The bomb squad were called to make the devices safe while an 18-year-old man, understood to be white British, was questioned.
He has since been released on bail with conditions pending further enquiries, a police spokesperson confirmed to Blog Preston.
Chief Supt Chris Hardy, of Lancashire Constabulary, said: “I would like to thank everyone in the area for their support, understanding and patience as this situation was dealt with by ourselves and partner agencies.
“People’s safety was the utmost priority throughout and that is why people living near this address were asked to leave their homes.
“The devices found were improvised firework-types of some power, which potentially were very dangerous.
“We were assisted throughout this incident by the EOD, Lancashire Fire and Rescue Service, the North West Ambulance Service and Preston City Council, and we thank them for their support.”
