A national initiative launched in 2021, has supported 402 individuals in Preston facing homelessness, mental health issues, and substance misuse.
By providing coordinated support, the Changing Futures programme has reduced reliance on emergency and crisis services such as mental health interventions.
Red Rose Recovery, a voluntary organisation in Preston city centre, has offered tailored support through its team of 10, each with their own lived experiences.

Councillor Peter Kelly, cabinet member for communities, social justice and night-time economy, said: “The Changing Futures programme is transforming lives in Preston. The number of people helped, and the financial savings speak for themselves.
“This is about giving vulnerable residents the support they deserve while easing pressure on public services. We’re proud to lead this work in Central and West Lancashire.”
Preston City Council has secured £460,920 in funding for the scheme from the Ministry of Housing, Communities and Local Government.
