But there are some rules you should know about.</p><p>An amendment to <a href="https://www.assnat.qc.ca/fr/travaux-parlementaires/projets-loi/projet-loi-85-43-1.html" target="_blank">Bill 85</a>, which aims to reduce regulatory and administrative burdens, was officially passed on March 25, just in time for <a href="https://www.mtlblog.com/tag/montreal-terrasse" target="_blank">terrasse season</a>. The change will allow dogs to be welcomed on outdoor dining areas all over Quebec — as long as the establishment's owner is on board.</p><p>Bar and restaurant owners in particular will no longer risk receiving a fine from the Ministry of Agriculture, Fisheries and Food <a href="https://www.mtlblog.com/montreal-restaurants-fines-2025" target="_blank">(MAPAQ)</a>.</p><p><span></span>According to the new rule, a person can bring their dog to an outdoor public service area, but only "with the authorization of the operator." In other words, if the bar or restaurant owner says no, there's no arguing it. They have every right to refuse entry to your pet.</p><p>This decision has been a long time coming. The Association Restauration Québec (ARQ) has been advocating to allow restaurant owners the option to welcome dogs on their terraces if they wish since spring 2024. The ARQ called the amendment a "very good piece of news" for Quebec's tourism industry, according to <a href="https://www.journaldemontreal.com/2025/03/27/nouveau-projet-de-loi-les-proprietaires-de-chiens-pourraient-vouloir-prendre-leurs-vacances-au-quebec-cette-annee" target="_blank">Le Journal de Montréal</a>.</p><p>However, it's important to note that there is currently no official list of establishments allowing dogs on their terraces.
