Daniel Andrews says speaking to the families of the four police officers killed in the Eastern Freeway crash was among the very worst moments of his time as Victorian premier.

During Andrews' speech today, in which he revealed he would resign as the state's leader and member for Mulgrave at 5pm tomorrow, he spoke of his best and worst moments during his almost nine years as premier.

Among his "many worst moments" was "speaking to the families of the four officers who died," Andrews told reporters in a snap press conference on Tuesday afternoon.

He said this Friday's upcoming Police Remembrance Day made him think of the crash that claimed the lives of Constable Lynette Taylor, Senior Constable Kevin King, and Constables Glen Humphris and Josh Prestney.

The officers were killed after a truck driver, who was high on drugs, veered into them after they had pulled over a Porsche driver for speeding in July 2021.

It was the single worst loss of life in a single incident in Victoria Police's history.

Andrews said one of his best moments happened just last Thursday when he got to test the train in the new Metro Tunnel, without any media present.

"I went from Arden and I travelled underneath the city at 80km/h on the train that was made right here in Victoria," Andrews said.

He said the tunnel was nearly finished.

Once complete, it will allow more trains to use the network and reduce travel times by running the Cranbourne, Pakenham and Sunbury lines through the new tunnel.

"I stopped at each station and I got off and I thanked all the workers and they talked to me," Andrews said.

"The sense of pride in what they had built, that is right up there with the very best of moments because it will change our city.

"It is not readily apparent because it is not like a building that springs up out of the ground, it is underground and (when) Victorians get to see what I saw on Thursday, they will be very impressed."

The Metro Tunnel project promises to "untangle" the City Loop and is due to be completed in 2025.
