The car park also backs onto the famous Sanctuary Cove Golf Course, which was searched. A road block was set up as police checked every car.
Queensland Police confirmed it has launched a homicide investigation, and asked witnesses to come forward.
Police arrested a 23-year-old Surfers Paradise man about 4.45pm and a 23-year-old Redbank Plains man about 5.30pm in a nearby area.
Both men were known to the victim and there is no threat to the public.
