An angry diner has been caught on security vision "terrifying" staff at a café in Brisbane after refusing to pay a public holiday surcharge.

The man appeared to become agitated after claiming the staff overcharged him before allegedly throwing plates at business owner Kylie Baker, and her teenage staff, leaving them "in tears" on Monday morning.

Other customers quickly intervened after one plate narrowly missed Baker's head.

"Everyone was completely horrified, the kids were terrified," Baker said.

"When he questioned how much he'd been charged we let him know it was a public holiday surcharge."

"He just wanted to argue that it wasn't a public holiday."

There was a sign inside the café informing customers of the 15 per cent public holiday surcharge.

Baker told 9News that her staff deserves "kindness" and "understanding."

"We're only human … we just want to do a good job, [and] we just want everyone to leave here happy."

Police have charged a 48-year-old with multiple offences, including assault, willful damage and public nuisance.

He will appear in court next month.
