Exclusive: A teenage boy who allegedly pushed an elderly fisherman off a pier in Victoria was on bail for another alleged assault at the time, 9News can reveal.

The victim, 79, almost drowned after the teen allegedly pushed him into the water off Mornington Pier on Sunday night.

A woman who was allegedly bashed in Hastings last year has told 9News she's disgusted her accused attacker has been linked to another alleged assault.

Hastings woman Jamie Tilbrook was allegedly coward punched from behind during a vicious daylight attack.

The 35-year-old says she confronted a gang of teens after she claims she saw them vandalising a bus parked outside her elderly neighbour's home.

She said the boys were tipping bins over and after confronting them, the scene turned ugly.

"I said, 'What the f— are you doing?' They turn around and jump me," she said.

"Two boys just come and started smashing me in the head."I was telling my girlfriend to get away, like, I didn't want her to get attacked."

Tilbrook initially refused an ambulance but later had to be rushed to hospital when she lost consciousness.

She spent a night at The Alfred, where doctors had to glue her wound shut."I don't go out at night anymore," she said.

"I'm always watching my back around here."

The alleged attack came just two months before the alleged assault of the elderly man at Mornington on Sunday.

9News can reveal the 14-year-old boy who was charged and bailed over the alleged November attack is the same teen who allegedly pushed the man off the pier.

Friends of the accused boy filmed the horrific incident before posting it online.

The 79-year-old man had to be rescued by nearby strangers and was not injured.

The teenager has been charged over the assault and for allegedly breaching his bail conditions.

There are now renewed calls for more to be done to monitor youths on bail.

Local MP Chris Grewther told 9News police needed to be better resourced.

"Police on the Peninsula do need a lot more resources to deal with these repeat offenders, and to do more proactive policing generally," he said.
