New housing estate plans lodged for Daub Hall Lane farmland despite two previous failed efforts

More than 100 homes could be built on farmland in a South Ribble village.

A planning application has been submitted which would see four apartments and 101 houses built in a new estate in Gregson Lane. 

The site, off Daub Hall Lane, has been in agricultural use on an annual tenancy agreement and most recently used for grazing. Over the last few years the site has been ploughed and seeded on an annual basis to take off a hay crop.

It has previously seen two attempts to develop it, with one being withdrawn in 2018 and a subsequent application being refused by South Ribble Borough Council.

Among the reasons for that refusal were the development of ‘Protected Open Land’ and the lack of affordable housing on offer. However, the land is earmarked for development in the proposed new Local Plan which is being reviewed by the government ahead of implementation.

As such, Farington-based developer Rowland Homes argues it is now appropriate to consider development and hopes to see its plans approved. It has also included a 35% allocation of ‘affordable homes’. Its proposed housing mix is four apartments, 17 two-bed houses, 33 three-bed houses, 49 four-bed houses, and two five-bed houses.

The wider plans also include new public open space with wildflower planting and an attenuation pond which the developer says will support the provision of biodiversity net gain. Access to the site will be provided off Daub Hall Lane, while there will also be new footpaths installed for pedestrian safety.

A report submitted with the application states: “The application site is considered to be  sustainably located, within the settlement boundary of Gregson Lane. There are a range of facilities and services local to the site as well as sustainable transport options available. 

“As such, the site is considered to represent a logical extension to the built development of Gregson Lane and despite the site’s previous designation.”
