In conversation with the students on local and global issues at Unisa in Pretoria, former President Thabo Mbeki, says the current problems in the DRC are caused by the non-implementation of the Sun City agreement that was signed here in South Africa.
Some of the clauses in the accord were that the Democratic Forces for the Liberation of Rwanda (FDLR) must be disarmed.
FDLR is operating in the eastern Congo, where the conflict still rages on.
Mbeki convened the African Peace and Security Dialogue in the past week to discuss the conflicts on the continent. He says the DRC impasse is complex.

“One of the clauses in that agreement I’m sure it appears in this agreement in the United States, was that it will be important for the government of the Democratic Republic of Congo to disarm the FDRL. That agreement didn’t work. Collapsed. The reason it collapsed is because the government of Congo did not have the capacity to disarm the FDLR,” says Mbeki.
